Addressable waste = search/wait time (fully recoverable) + 30% of empty trips + 10% of remaining idle time (non-motion beyond search). Empty-trip share is read directly, independent of utilisation; utilisation drives only the idle term, so a less-utilised fleet has more idle to reclaim and shows higher upside.
