Additive, without double-counting: all freed operator time is valued at the loaded rate (productivity / avoided hiring / throughput). The share taken out as physical trucks adds their TCO on top — removing a truck saves its TCO in addition to the labour already captured, so labour is never counted twice.

Addressable waste = search/wait time (fully recoverable) + 30% of empty trips + 10% of remaining idle time (non-motion beyond search). Empty-trip share is read directly, independent of utilisation; utilisation drives only the idle term, so a less-utilised fleet has more idle to reclaim and shows higher upside. Freed capacity = addressable × realisation factor, valued once at the operator loaded rate; the fleet-reduction share adds the TCO of removed trucks on top, so labour is never double-counted. Defaults: 25% empty trips, 45 min search/shift, 55% utilisation, full fleet-reduction. Decision-support, not a guarantee — validate with Finance/Ops.
